Senior Strategy Advisor

Phoebe Benich is a Senior Strategy Advisor at the Office of the National Cyber Director (ONCD). Prior to ONCD, she was a Senior Program Manager at In-Q-Tel, the venture capital arm of the U.S. intelligence community, where she worked with In-Q-Tel’s portfolio companies and government customers to develop technology solutions in the cyber, AI, biotech, and microelectronics fields. She served on the staff of the U.S. Cyberspace Solarium Commission where she developed policy recommendations regarding international norms for cyberspace and on the staff of the Defense Innovation Board where she managed projects exploring emerging technology opportunities for the Department of Defense. She has experience researching and pursuing Asia-Pacific national security policy at the State Department, Booz Allen Hamilton, and the Center for a New American Security. She also completed a Fulbright Fellowship in Taiwan. Phoebe holds an MA with honors from the Johns Hopkins University School of Advanced International Studies (SAIS) with concentrations in Strategic Studies and International Economics as well as a BA in International Relations and Chinese from the College of William & Mary.
